Criminals, hostile states, terrorists and 'hacktivists' all pose a threat, with the potential for a virus to paralyse key utilities like water and transport. The government has committed to spend £650 million over four years on the problem, and big business is also being encouraged to take cyber crime seriously. A key element of the government's cyber defence strategy is the Defence Cyber Operations Group, due to start work in the next few weeks. It will work alongside GCHQ, which currently takes the lead in identifying and combating online threats.
